Brief History

North East Council (NEC) was set up by the Govt. of India through an Act of Parliament in 1971 to act as an advisory body in respect of socio-economic and balanced development of seven N.E. States Assam, Tripura, Meghalaya, Manipur, Nagaland, Arunachal Pradesh and Mizoram. The Railways being an important sector with a broad-based infrastructure for faster development of areas, the N.E. States through the forum of N.E.C. had been demanding rail links in the Hill States neighboring Assam. Accordingly, in 1979 the Govt. of India decided to lay one new line to each of the six hill states. Also NEC decided to construct a 3 Km road bridge across Brahmaputra near Tezpur. The construction was entrusted to Railways as a deposit work. Railways, in view of such a big thrust in Railway Construction Projects in NE areas, created a separate Construction organisation headed by General Manager at Guwahati, to manage and control these new and other ongoing works including BG line projects. This marked the inception of a separate Construction Organisation to be headed by General Manager/ Construction / Northeast Frontier Railway.

The first incumbent of GM/Construction /Northeast Frontier Railway was Shri N. Nilakanta Sarma who headed the organization from 18.1.1979 to 03.07.1979. The Construction Organization since its inception has been headed by Seventeen General Managers /Construction who have taken it to new heights and achieved many difficult milestones.

NEW GENERAL MANAGER OF NFR CON

NEW GENERAL MANAGER OF N.F. RAILWAY CONSTRUCTION ORGANISATION

Shri Nilesh Kishore Prasad has taken over as General Manager, N. F. Railway (Con) w.e.f. 31st October, 2017. Prior to this posting, Shri Prasad was working as Chief Personnel Officer in Eastern Railway.

Shri N. K. Prasad, a post graduate from Delhi University and an MBA from IGNOU, joined Indian Railway Personnel Service in January 1983. He belongs to 1981 Exam batch.

Initial year was spent in South Central Railway in Division, RE, Workshop and Headquarters, dealing with all issues related with HR & other Establishment matters. Thereafter he worked in different position, in N. F. Railway, Central Railway and Western Railway. He became coordinating HOD and worked as Chief Personnel Officer in New Zone – South East Central Railway from 2005 to 2008. He also worked as CPO at Chennai, Southern Railway from 2010 to 2012. Last posting was CPO Eastern Railway from 2015-17. During the period from May 2012 to February 2015, he worked as Divisional Railway Manager at Guntur, S. C. Railway. He has undergone training Courses in Management in foreign countries like Australia, Toronto/Washington & Pittsburg, USA.

During his Career in Personnel Department as In-charge, he was involved in the first Direct Recruitment in Indian Railways in Group ‘D’ through Railway Recruitment Cell at Bilaspur. There he introduced for the first time check off system where membership of the Union was deducted from salary and also was instrumental in building of AC Auditorium and establishment of GM’s Welfare Fund.

Lots of other welfare measures have been undertaken through CSBF like –

  • Essential health check up of women employees of Southern Railway.
  • Donating medical equipment worth lakhs in Railway Hospital.
  • Opening of Holiday Home for Cancer patients of Eastern Railway at Mumbai and Holiday Home for Railwaymen at Gangtok.

As DRM, he was instrumental in execution of number of works, few of these were:-

  • LHS with roof over the approaches for the 1st time at Guntur.
  • Double boom model LC gate No. 3 with CCTV.
  • At 2nd pit line, washable apron on PF No. 1, Freight examination Centre, renovation of Crew booking lobby at Guntur.
  • Modern Multi Storied Type II & III Qtrs. at Guntur and Nandyal.
  • Renovation of Running Room, Rest Houses.
  • Rest Houses at Srisailam Nilkantha Nilayam, a place very popular with pilgrims & tourists.

Wherever he has worked, he has dedicated himself for betterment of the railway working in that area.
